A New Doctrine of Intervention?
Not the least significant aspect of the Arab Spring is the redefinition of heretofore prevalent principles of foreign policy. As the United States is withdrawing from military efforts in Iraq and Afghanistan undertaken on the basis (however disputed) of American national security, it is reengaging in several other states in the region (albeit uncertainly) in the name of humanitarian intervention. Will democratic reconstruction replace national interest as the lodestar of Middle East policy? Is democratic reconstruction what the Arab Spring in fact represents?

No verdict on Bristol cyclist who fractured eye socket of off-duty PC
THE jury in the case of a cyclist accused of fracturing an off-duty police officer's eye socket has been discharged.
Jurors were unable to reach a majority verdict after three hours of deliberation yesterday in the case of Gareth Pitt, 53, who was charged with causing grievous bodily harm to PC Paul Wiltshire by punching him in the face.
On the third day of the trial at Bristol Crown Court, Judge Simon Darwall-Smith said the Crown Prosecution Service now had seven days to decide whether it wished to proceed with a retrial.
The jury had heard that Mr Pitt, of Great Ann Street, St Jude's, struck PC Wiltshire while not realising he was an police officer.
The blow was struck as the pair argued in St John's Lane, Bedminster, following a road rage incident.
PC Wiltshire needed surgery to his fractured left eye socket, which caused him double vision for months afterwards.
Mr Pitt denied the charge on May 20 last year, claiming he acted in self-defence.
The court heard the confrontation had begun in Ketch Road, where Mr Pitt and PC Wiltshire clashed as the off-duty officer manoeuvred his car and blocked part of the road.
It continued into Fitzgerald Road and St John's Lane, where Mr Pitt got off his bike and PC Wiltshire out of his car, and they confronted each other in an incident seen by several other drivers and passers-by.

Labour leader calls for fresh inquiry into Ashton Vale stadium
BRISTOL'S Labour leader Peter Hammond has called for a fresh start on the future of Ashton Vale by holding a brand new public inquiry.
Planning permission has been given for Bristol City FC's new 30,000-seat stadium on a former landfill tip near the David Lloyd sports centre.
But campaigners are fighting to get the 42-acre site registered as a town green to stop any development.
Both sides are currently waiting for a judge's ruling on whether a legal challenge can go ahead.
Mr Hammond said: "It's time for a break from the failures that have led to the current mess and uncertainty.
"It should never have got to this stage.
"Compounding the confusion have been the premature pronouncements by the council's deputy leader across the media. Those interventions have been inappropriate and unhelpful and should not have been made.
"Without further delay the council should announce that the entire matter should be referred back to a fresh inspector who would have access to the original and 'new' evidence and the process commenced again."
Council deputy leader Simon Cook, a Liberal Democrat, said Mr Hammond was engaging in cheap politicking which was totally inappropriate and did nothing for council, the football club or the people of Bristol.
He said: "It's nonsense to suggest that we can do anything right now when we are currently waiting for a High Court decision on whether a judicial review should be dismissed.
"We have not heard from Mr Hammond before – if he had anything to say, then why didn't he make his comments after the Rights of Way Committee, which includes Labour councillors, made its decision last June?
"I think the decision they took was exactly right."

Big Data is the latest industry buzzword. It's just another way of saying you as a network manager are being inundated with data and you better figure out a way to manage, secure, and analyze it.
A survey by LogLogic showed that 49 percent of organizations that responded were somewhat or very concerned about managing big data, with another 38 percent not even sure what big data is. One expert said the key to controlling the data is log management.
